Clue #3:

Many people pass through the doors of this building.
Some people pay taxes, some people vote, some attend commissioners meetings.

He’s at the Forsyth County Government Center at East Third and Chestnut Street. It was built in 1916 for the R. J. Reynolds Tobacco Company. Called Factory #12, it was also #1 Cigarette because cigarettes were manufactured and packaged in this factory. The factory closed in 1990 when all operations were moved out of the downtown area. The building was completely remodeled and reopened in 2003 as the Forsyth County Government Center, housing many Forsyth County Government departments.
